CPNP stands for Cosmetic Product Notification Portal.

This is an online cosmetics registration reporting portal.
Outline
The CPNP registration system has been mandatory for all cosmetics distributed in Europe since 2013, and it manages and controls the ingredients and raw materials of products.
Once a product is registered with CPNP, it can be sold in 32 countries in the European Union (EU). The product's CPNP registration is handled by a Responsible Person (RP) within Europe.
Simply put, all cosmetic products launched in the EU must be registered on the CPNP portal.
All cosmetics go through the CPNP registration process to manage the ingredients and safety of the products before being released on the European market.

in the European Union (EU).
All cosmetics must be registered with the CPNP before being placed on the European market,
ensuring product ingredients and safety.
CPNP certification is a crucial step for distributing cosmetics in the European market.
It ensures product safety and quality and is essential for consumer protection.
Responsible Person (RP)

To register with the CPNP, you must designate a Responsible Person (RP) who can assume legal responsibility within Europe.

The RP is responsible for ensuring the safety of products distributed within Europe.
For products exported to Europe, the RP is typically a specialized RP company or importer.
The RP prepares a Cosmetic Product Safety Report (CPSR*) and a Product Information File (PIF*) to register the product with the CPNP.

RP's main role
1. PIF Storage: Create a Product Information File (PIF) and store it for at least 10 years after registration.
2. Compliance Check: Check whether the product complies with EU cosmetics regulations, including ingredients and labeling.
3. Authorities' response: When requested for an investigation, we will submit relevant materials and cooperate.
4. Consumer Response: Collect consumer complaints, including side effects, and conduct safety re-evaluations when necessary.
5. Legal Liability: If there is a problem with the product, we have legal responsibility and obligation to compensate.
* Product Safety Report (CPSR): A document that certifies the safety of a cosmetic product for release on the European market.
This document contains safety information about the product, including toxicity, moisture content, and side effects, as well as the results of related safety assessments. It cannot be completed by just anyone; it must be completed by a professional evaluator with a doctorate or higher in a related field.
The completed CPSR is signed by the evaluator, who assumes responsibility for the product's safety.
* Product Information File (PIF): A single file that combines all the data required for a product's market entry, including the CPSR.
In addition to the CPSR, the PIF also includes other documents, such as product specifications, manufacturing methods, compliance with Good Manufacturing Practices (GMP), and animal testing data.
The CPSR is the core document of the PIF, and the remaining documents are attached to the PIF to support the CPSR.
